That article on Cabral giving away contraceptives gives me pause...What Cabral is doing looks like implementing parts of that "dead" RH bill. Fight's not over, my friend. Not till the fat lady sings and it looks like she hasn't sung yet.

Strange that Sec Cabral rocks the boat. For one thing, PGMA has a
standing policy to promote only NFP. Two, it is campaign season so it is weird that she is undertaking a very controversial issue at a time where there could be sensitive political repercussions. It appears GMA was not consulted. However, GMA is not singing much less whistling any tune on this controversy one way or the other. Meanwhile, the presidentiables are keeping mum. Only Gilberto Teodoro spoke out and said "I’m against that [Cabral's ouster]. Secretary Cabral is one of the most unrelenting and transparent secretaries and if she will decide to continue serving this government, we would be very lucky,". Notice however, that Teodoro did not address the issue of condom distribution. The fat lady, indeed has not yet sung. This opera could last forever.
